What remains to be seen is when she'll decide to act upon it. If she's able to somehow return their memories, Super High-School Level Despair will have an overwhelming influence in Holly Heights. We can't let that happen.

[Falling into despair isn't exactly Togami's main concern. Despair, and all of that nonsense Enoshima was fond of and her pursuit of that idea were just things he found utterly nonsensical. In the end, preventing people from falling into despair would go along with that, certainly, but his motivation is a bit different than Kirigiri's own.]
It's doubtful returning their memories is necessary. She's done it once before; memories or no memories, it's more than possible that she'd be able to again. I will say though that if anyone has the knowledge of how to manipulate memories, it would no doubt be her. [if, you know, naegi can be believed. Which he probably can, since he's Naegi.]

It does sort of eat him up inside, because he would absolutely love to write her off as some stupid ordinary person, but he knows it's not the truth. And he also knows Naegi has more information than the both of them, and that as much as he can't understand why Naegi does what he does, Naegi at least has a knack for figuring things out when it comes down to it.]
